01 Hong Kong International Airport Reclamation Area and the Third Runway

Since Hong Kong's return to China, with the consistent support of the Central Government, the economy of the Hong Kong Special Administrative Region has maintained relatively rapid growth. With ongoing economic and social development, the take-off and landing capacity of Hong Kong International Airport has become increasingly constrained. Therefore, the HKSAR Government approved the expansion of the international airport through land reclamation. The project scope includes reclaiming approximately 650 hectares of land to the north of the existing airport island (equivalent to about two-thirds of the current airport area), constructing a new passenger terminal, 57 aircraft stands, and a 3,800-meter runway.

Major Project Achievements

Construction Challenges:

  • Stringent airspace clearance requirements, with a height limit of 7 m

  • Construction near the existing runway area must not affect aircraft take-off and landing operations

Construction Challenges:

  • The reclamation area is extensive, with fill volume equivalent to about two-thirds of the existing airport area, requiring compaction over 6.2 million square meters

Construction Challenges:

  • The reclamation area is extensive, with fill volume equivalent to about two-thirds of the existing airport area, requiring compaction over 6.2 million square meters

  • The original design specified 300 mm lift-by-lift compaction; however, as the reclamation area consists of hydraulic fill, it is difficult to achieve such thin lift thicknesses

  • Preliminary estimates indicated that, under the lift-by-lift compaction approach, approximately 300 rollers would be required, resulting in an excessively large equipment fleet that would be difficult to manage effectively

Treatment Method:

Construction was carried out using the HC84 high-speed hydraulic compactor. The fill materials mainly included marine sand, manufactured sand, and public fill. The tamping points were arranged in a quincunx pattern and compacted repeatedly.

Conclusion:

Joint testing results by the Hong Kong Airport Authority (the employer) and a third-party testing agency showed that the HC84 high-speed hydraulic compactor achieved an effective treatment depth of more than 5 m. In addition, it had minimal impact on adjacent structures and complied with the noise control requirements of the Hong Kong Environmental Protection Department.
